Orissa is one the the 28 states and is located along the east coast of India. Rainfall is heavy and regular. Most of the area is exceedingly fertile, usually yielding two rice crops during the season.
Though IT and Industrial development have increased in recent years, India's central government involvement has been virtually non-existant for many years and has led to neglected education and infrastructure. For example, less than 25% of the roads in Orissa are paved, and in rural areas, only about 35% of the population has access to safe water.
